The European Parliament is gaining an edge on the member states in its effort to put an end to roaming charges in Europe. In the context of the legislative negotiations underway in the three-way meetings, the Latvian Presidency of the Council presented a new proposal for a compromise on 7 April, which would give consumers the right to a “free basic roaming allotment” as of 30 October 2016 for existing contracts and April 2016 for new contracts. - The Council, the Commission and the delegation from the European Parliament - led by rapporteur Pilar del Castillo - opened negotiations on 23 and 25 March- New “technical” meetings are anticipated on 13 and 20 April- The next “informal” three-way meeting will take place on 21 April- The Latvian Presidency must present its draft compromise to the Committee of Permanent Representatives (Coreper) on 17 April to obtain a new negotiating mandate.
