A few months after the member states and the European Parliament concluded their discussions on the EU's budget and its outstanding bills, the Union's financing is again in limbo. According to Budget Commissioner Janusz Lewandowski unpaid bills from the Cohesion Funds currently amount to ?23.4 billion. This figure is higher than the commissioner's initial estimate, and it could increase further once the member states submit their projections for the whole year by April.
